Property Service and Maintenance Manager

Salary: £48,613 per annum

Hours: 37 Hours per week 

Contract: Two-Year Fixed Term Contract (with a possibility of being made permanent during this time) 

Location: Huntingdon

Hybrid Working - we offer a flexible, agile, hybrid working pattern where you can work from home, as well as from Cambridgeshire Fire & Rescue Service and other locations around Cambridgeshire.  

About the role 

This is an exciting opportunity to play a key role in shaping and developing the estate of a modern Fire and Rescue Service. Responsible for ensuring our buildings and facilities remain safe, compliant, efficient and fit for purpose. You will lead the delivery of maintenance, cleaning services, small works and capital works programmes that support operational priorities and future service needs. 

Working across a diverse property portfolio, you'll manage budgets, oversee specialist teams, and build strong relationships with stations and stakeholders to deliver a customer-focused estates service. From driving sustainability initiatives and ensuring statutory compliance to managing projects up to £1million, you'll make a tangible impact on the Service's effectiveness and long-term success. 

Key responsibilities:

  • Lead the strategic survey, repair and maintenance programme across the estate, ensuring buildings remain safe, compliant, fit for purpose and deliver value for money. 
  • Manage property maintenance, cleaning and capital works budgets, ensuring effective financial control, value for money and compliance with procurement and tendering regulations. 
  • Oversee and develop the Property Engineering and Cleaning teams, driving high performance, continuous improvement and excellent customer service. 
  • Ensure compliance with all relevant property, health and safety, environmental and statutory requirements, maintaining accurate records and governance standards. 
  • Monitor energy consumption, carbon emissions and budget performance, providing analysis and insight to support sustainability objectives and strategic decision-making. 
  • Build strong relationships with stations, departments and stakeholders to understand operational needs, inform future estate investment priorities and proactively identify opportunities for improvement. 
  • Lead and deliver a varied portfolio of maintenance, refurbishment and construction projects  
  • Develop and implement property policies, procedures and safe systems of work, ensuring consistent standards and accessible guidance across the Service. 
  • Deputise for the Estates and Property Manager when required, contributing to strategic planning, national forums and the adoption of sector best practice. 

About you:   

We welcome applications from all backgrounds and experiences, but the ideal person will have: 

  • Hold IOSH qualification or equivalent 
  • Knowledge of the principles of sound financial management with the ability to effectively forecast and monitor expenditure to keep within budgets 
  • Experience in managing multiple contracts and service arrangements 
  • Interpersonal skills 
  • Understanding of property plans, drawings and associated documents for interpretation  
  • Ability to communicate orally and in writing in a clear, concise and articulate way 
  • Proven ability to manage a demanding workload and to work to tight deadlines 
  • Ability to use computer/IT systems and applications to a competent standard 
  • Experience of managing multiple premises / projects 
  • Ability to estimate, measure and calculate resources required for property maintenance 
  • Demonstrable commitment to the principles of equality and fairness
